# 新西兰警方定义的反社会行为都有哪些？

反社会行为在新西兰的年轻人群体中并不罕见，多数由于药物、精神压力或者是酒精所引起，反社会行为的英文是 Anti-social behaviour，指的以攻击他人或破坏社会秩序为结果的，故意或非故意、不顾他人观感，而且可能对社会造成危害、无法增进公众福祉的行为。反社会行为包括违反法律、实施犯罪的行为，也包括并不触犯法律，但违反社会公德的行为。

Anti-social behaviour 也可以写成 antisocial behaviour，没有中间的那个小小的“-”连接符。

新西兰警方的法律规范主要来自其他英联邦的国家，所以你会发现英国、加拿大、澳大利亚和新西兰的警方的很多“规则”都是通用的。

反社会行为，会按照受到影响的人数来分成三大类：

- personal antisocial behaviour，个人反社会行为，指的是一个人针对特定个人或群体的不良行为
- nuisance antisocial behaviour，滋扰型反社会行为，指的是一个人给社区带来麻烦、烦恼或者是痛苦
- environmental antisocial behaviour，环境型反社会行为，指的是一个人的行为影响到更广泛的环境，例如建筑物，或者是公共的空间

具体些，又能够分成十三个小类：

- vehicle abandoned 车主故意遗弃老旧车辆或者事故车辆在公共空间（例如道路上）
- vehicle nuisance or inappropriate use 街道飙车，公共空间玩漂移，或者无消声器的车辆故意制造巨大噪音并在街道行驶滋扰公众视听
- rowdy or inconsiderate behaviour 在公众场所对他人进行的滋扰行为
- rowdy or nuisance neighbours 对邻居的滋扰，比如说乱停车，侵扰他人私人土地，夜晚大声放音乐开party
- littering or drugs paraphernalia 在公共场所乱扔垃圾、丢弃吸毒用品
- animal problems 饲养的动物或宠物对其他人产生了滋扰，比如说不去控制自家的狗对他人进行吠叫、弄脏空间、甚至默许动物对他人造成恐吓
- trespassing 非法入侵，未经他人许可随意进入他人的土地、水域、房屋
- nuisance calls 骚扰电话
- street drinking 街头酗酒
- prostitution-related activity 街头卖淫
- nuisance noise 制造噪音滋扰他人，必须说大声喧哗、敲打垃圾桶、超大声播放音乐等
- begging 乞讨
- misuse of fireworks 不当使用或燃放烟花，非法销售烟花
